I am not a lawyer but I would take a different approach to this issue. Assuming you use a camera (legal or not) to record a theft by a hotel employee and show this to hotel management, I am pretty sure that they will agree to pay to replace your belongings in the hopes that you don't throw that video up onto youtube or news and bring them a whole lot of negative attention. That is the angle I would take.
And the hotel might counter claim this as blackmail. Or claim that you colluded with the maid to extort money from them.
IANAL but I think if you're trying to use a camera to document theft, then you need to take the video to law enforcement to be credible. Otherwise your actions smell fishier than the maid's.
