This is for a domestic itinerary single segment EWR-BOS. I assume the PQD being displayed is just incorrect?

I thought PQD=Airfare+international surcharge (where applicable). The Airfare for this is $108.84 but PQD says $86. Or do I just not understand how PQD work (I didn't pay attention last year as I credit-carded out of the requirement)?
