Assuming you use a camera (legal or not) to record a theft by a hotel employee and show this to hotel management, I am pretty sure that they will agree to pay to replace your belongings in the hopes that you don't throw that video up onto youtube or news and bring them a whole lot of negative attention. That is the angle I would take.
This would be my way of dealing with it.
