I've been pretty active in the car rental forums but do not recall ever seeing a thread like you've specified. Perhaps others have and can point you back to it.
If you do find it and believe it should be moved somewhere that is more logical, my suggestion would be to use the "Alert a moderator to this post" button on that thread and let the forum moderator know that you believe it would be better located in whichever forum you think it should be moved to.
Note that we here in the Information Desk do not have any say on how the rest of FlyerTalk is organized, so you would need to contact the moderators of the forum that the thread is currently located in to handle any relocations.
