Hmm... You have now surpassed my practical experience of this. I can't recall a time where I have held a F ticket and I've even contemplated downgrading for a voluntary change. Maybe someone else can advise.

There are some tools that show which booking classes are allowed on a particular fare, perhaps these would yield the answer.
