Whilst I have spent a lot of time in Dubai, i have never actually had cause to do what I suggested - ie use the facilities of a 'friendly' hotel for a few hours as a non-resident of the property*
I have, however, done precisely that in various parts of the world - notably south-east Asia, where the customer service ethic and 'can-do' attitude is of course on a par with that generally found in Dubai.
Others with more intimate knowledge of Dubai's geography, and its hotel scene generally, will no doubt be able to help with specifics.
*the most common arrangement is that as long you make it clear you will be spending a bit of money (lunch, snacks etc...) then the hotel will allow you use of their pool. Very often there would be no charge as such - or at worst you might be asked to pay for day membership of their spa/leisure or health club ; still way more beneficial & relaxing IMO than hanging around for up to eight hours in a noisy 'pay-to access' lounge......!!
