i know they say that in the rules - but, that would seem to run counter to the DOT regulation on airline refunds, that requires that the carrier allow cancellation "without penalty". Forfeiting the certificate would seem to be a penalty.

no you don't according to the rule. Once the ticket is issued, the cert is deemed used and cannot be redeposited even if the ticket is cancelled.
