Surprisingly, Yan Toh Heen has a good view of the Skyline on the HK side as the lower level at IC is above grade. I have dine there lunch and dinner. If you are staying at IC do the booking via Louie to get a window view.

Don't forget to ask about dining discount offered to hotel guests.
