Halal meat per se isn't (or certainly shouldn't be) cheaper. However, it is cheaper to have a single line in a slaughterhouse and a single stock in the supplier's freezer for supplying both the muslim and non-muslim markets. It would be more expensive to keep the two meats separate.
Halal meat is cheaper sometimes for reasons that have nothing to do with the above.
I was at a Danish grocery store yesterday and the halal chicken hot dogs were cheaper than the non-halal chicken hot dogs. The halal beef hot dogs were more expensive than the non-halal beef hot dogs but cheaper than the kosher beef hot dogs at a different store on the same day. With such market gyrations visible on store shelves, I probably should not dabble in the futures market for pork bellies or whatever other animal and Ag produce/food items. Fortunately for me, the futures trade in pork bellies didn't cut it at the Chicago Merc..
