If you want great views AND great food, you need to go to the IC which has several top restaurants with the best views in Hong Kong. But generally I avoid the hotels for dining unless it is a special occasion or a big business lunch.

And at the risk of double-posting, I went to a very new Spanish Tapas restaurant last night, which is in its soft opening now. Excellent food, service and ambiance and it won't break the bank. It's called Timon and it's just a few steps up the hill on Ship Street. ^
