Why: Partner awards aren't dictated by DL. If AS or AF/KLM offer a low award (e.g. 12500 domestic on AS), then DL will sell it to you for SkyMiles equivalent cost in low. Similarly, if DL offer's a low award, partners can book into DL. I think by not offering low awards, DL can basically avoid offering at-cost seats to partners and game the system, but I'm not sure on this.

It's simply a testament to how poor DL's award offerings are compared to other SkyTeam partners.
