Moral of the story. If you have something resembling a case, immediately contact CS. CS will 100% ignore you, so after 2 weeks send a Letter Before Action. 2 weeks after that, submit court papers. BA simply don't care until you hit them where it hurts. Personally, I'd just go straight down the MCOL route next time and not even bother doing a LBA, but people here say that's bad practice.
If they don't think you'll win then why make an offer? Glad you got sorted but it seems a bit odd.
