I will say that I agree with the OPs concern. I don't think that it is true that only a few countries require you to apply from the country of residence. In my experience, it has been quite common (and this is one of the good reasons to keep a second passport).

I got a Paraguayan visa last year and it couldn't have been any easier or more pleasant. The experience leads me to believe that they won't be too hard on you, but that's just a hunch. ...fwiw, the US embassy website does not mention any residency restrictions, though they do require you to come in person. Lastly, I doubt the visa will be in Greek.
