Indeed, but not applicable to most countries' consulates/embassies. And most of the minority of countries' consulates/embassies with such practices in play for the general public have exceptions which they play too.
Most of my visas are issued in countries in which I'm neither a citizen nor a resident. It may slow things down or speed things up, but more often than not it works out fine.
