Does anyone know what technique Best Fares is using to get this?

Even with 15% off of a UA $198 fare, it does not come out at $149.

The $149 mentioned by best fares is 25% off a US Air $198 fare that has been coming and going recently. Reverse the first two letters of the promotion code "SU25", to get the airline code "US" and the "25" is 25% off. Best Fare's or their agent likely has a deal allowing them to offer X% off various published fares.
Remember that the claimed specials are "as low as" $149 *before* taxes and Best Fare's "processing fee", and that there are serious restrictions on the fares. I.e. the $149 is pretty much the bait in a bait and switch operation.
Furthermore, the travel agency Best Fares uses has proven fairly incompetent with their agents often knowing nothing about what has been hyped on the Best Fares web site among other failings.
