Another cyclical, "every few years" event.

One big problem is that in some places they already paint the yellow on the sidewalk. They have those on Sarasin along Suan Lum. But the vendors treat that as the limit that they can put the legs of their tables. Which mean their tables stick out another 6 inches or so. And then they put chairs to sit on. So while the yellow box allow them to use 1/3 of the sidewalk, they actually use 2/3 or more.
