If you only want voice then probably. But the 299 Baht sim comes with 1.5G of 3G. That's a pretty great deal in my book.
I do recall seeing SIM cards on the customer side of the counter that I rhough would be really easy to steal, so maybe they still do. But registration laws are probably forcing them to get passports.
