So for operators who do have a carry on baggage program, getting bags into the cabin is technically a legal way to reduce the "weight" of the aircraft because those bags are considered in the average passenger weight whether a passenger actually has one or not.
Happened to me only once on a weight limited CRJ-200 flight out of FLG with a packed snow covered runway - gate agent asked everyone to bring as much into the cabin as possible. Makes you wonder about how accurate those assumed weight values are.
