Yes, they do expire and that's the rules.
I think 12 months is more than enough time to use a DSU, and I think it's customer-friendly to let us book beyond 28 February in order to use them. I personally have a 2014 DSU matched to a November 2015 reservation that I am 99% sure I won't be touching. ^
But if you let people play games to effectively roll over their DSUs indefinitely, you end up with too many in the system and complaints about being unable to use them.
I think the current system is reasonably fair and was just trying to illustrate a point.
