In a traditional (non-canard) design, a rearward (but still within limits) CG is the best option for improved performance.

As of the current Advisory Circular (AC120-27E), adults are 190 pounds in the summer (01 May - 31 Oct) and 195 in the winter (01 Nov - 30 Apr), assuming the airline does not use segmented weights. Flight crew and cabin crew are significantly higher.

The AC has no provision for that. All passengers are assumed to have 16 pounds of carryon baggage.
