I really don't think it's as bad as 'spying'. You have the choice to change your settings and not to allow websites to collect cookies (although there are admittedly other ways to track web browsing behaviour).

I don't really care about being re-targeted, as a) I have the ability to ignore what ever ads I see, and b) it's got to be better than completely unrelated/irrelevant ads.
