There are 2 things they looks at as far as new accounts are concerned: inquiries and accounts. So, while Chase wouldn't see the inquiry from Barclays by the end of the month, they would see the new account reported by Barclays by the end of the month.
On another note, Chase and Barclays are fairly sensitive to both inquiries and new accounts, Barclays is much more so than Chase though. So now that you mention you got approved for a amazon card in Feb it depends on whether or not the amazon card has been reported yet as to what I would do. I wouldn't expect the amazon card to report till 3/15 as the statement date, so applying for the us airways card before then is probably your only good shot at being approved, since they wont see the chase inquiry if they pulled ex. If Barclays sees the amazon account your chances drop a lot. so given that I would app for us airways now and wait a few months before attempting CSP.
