I mentioned earlier my conversation with a local restaurant owner, who replied, "I just bought this (magstripe only) terminal. They said nothing about chip cards at all, and I'd rather live with fraud liability than pay twice in one year!" I think that if we subtract restaurants from the equation, the public will encounter chip terminals more frequently than that 71% number might suggest.
