Well, I don't know if you are a pilot or understand METARs, but these are the actual reports coming from LaGuardia at 1024AM/1051AM/1122AM/1131. I have also heard the actual ATCT recording and the landing clearance winds are 03009KT.

Bill Evans of WABC may be a great guy, but he doesn't know what he's talking about.
