I'm in MEX at the moment. Went to withdraw money from a Scotia ATM this morning with my Schwab bank card; after a really long delay in processing the transaction, I get a screen message saying they can't communicate with my bank. No money, no receipt - nothing; the screen just goes back to its start mode.

I try a couple of other ATMs, and the transaction won't go through. I figure they've probably put a fraud alert on my card as I didn't advise them of the trip beforehand, so I call Schwab. They say that two of the transactions were in fact declined due to their fraud algorithm, but they claim the Scotia transaction did in fact go through, and my account was debited.

So now I've got a dispute filed with them, and they're saying it may be up to a couple of weeks before the money is back in my account.

I'm so freaking frustrated right now. Has this ever happened to anyone? And how long did it take to resolve?

Thanks.
Same thing has happened to me a couple of times in Thailand. What happened in both cases is that the transaction initially cleared but then the fraud detector *at my bank* stepped in and blocked the transaction from completing. Not the ATM bank's fault. I had to file with my bank and they cleared it up both times.
