Hah! That explains my puzzle. Apparently the customer service goodwill points (listed as adjustment on statements) is not eligible for partner transfer. However, the corresponding flight points it matches is eligible for transfer

I am puzzled by another question still though. If I have 5K points ineligible for transfer and redeem a ticket with 15K points, will Citi automatically use those 5K points ineligible for transfer first (and take another 10K from the "advanced" TYP pool eligible for transfer)?
