They could quote a certain number of Avios from all South American countries to the UK as x-number of Avios, but excluding Brazil from the list. They could then quote a higher number of Avios for travel originating in Brazil.
For those who have more Avios than they know what to do with, that won't be a problem, for others, who knows.

I suspect that BA/IB and the other Avios partners are not going to change the entire Avios business model just for Brazil, especially as the avios currency is now controlled by Avios Group Ltd.
More likely award tickets would cease to be available to/from Brazil.
