Article 2 states that this is valid for all travel originating in Brazil.
Article 3 says all airfare (paid or award) must be priced with a single figure or ammount, with the only thing allowed to be charged on top of the advertised price being government taxes and airport fees, in which the airline will simply collect it for a third party.

This is interesting as in the UK if I purchase a ticket, the price quoted already includes all taxes and charges, I assume that this is not always the case in other countries. For cash fares, the charges could simply be rolled into the base fare. For awards I agree that only the "fare" component is usually covered by the use of Avios, I assume the only way round that other than a totally free award is just not offer award tickets in markets that preclude the addition of charges. I suspect that these markets are a small minority of BA's total operations.
