For those able to read Portuguese, this is the resolution that prohibithes the charges....

Article 2 states that this is valid for all travel originating in Brazil.

Article 3 says all airfare (paid or award) must be priced with a single figure or ammount, with the only thing allowed to be charged on top of the advertised price being government taxes and airport fees, in which the airline will simply collect it for a third party.
