That's either optimistic or AC's schedule planners based the schedule on the number of seats they expect filled, rather than the actual capacity.
I have a feeling that visitors to Atlantic City will be clamouring to leave and will be lined up ready for their flight home hours before departure, thus enabling a quick turn. It also prevents those who are just arriving from trying to leave again quickly on the same plane.
