It's shared space. Each passenger is entitled to roughly half, but if one person doesn't need most of his/her part, it's not unreasonable for the other person to use more than half--but not to take over the whole area or to grab all of the space quickly to prevent the other person from using some of it. In other words, don't be a pig!
