Every seat is available using Voyager miles; the number of miles required just varies from massive to astronomical. As regards domestic award seats available to partners, of course you are able to see what is available on the UA or AV web sites and possibly others. There is usually a good supply provided you don't leave it to the last minute.
Where you should accumulate your miles I can't say - but SA Voyager is categorically not the place!
