Would your consider their Mandarin ability as mother tongue? I was in Singapore/Malaysia when I was small, and Singaporeans would communicate in English if they don't speak each other's dialect.
A lot of Swiss communicate to each other in English as well, if they are not fluent in each others official language. Say a Swiss German would speak English when he is in Geneva, I know French hate this though...
