It's definitely a Viet Kieu specific issue. They would never be dumb enough to ask foreigners for bribes.

From what I understand, airport customs and immigration jobs are extremely hard to get without connections (same with getting a gig as FA on VN Airlines). I've been in/out of SGN/HAN 5 times in the last couple years, never had any problems.
