Short answer: No, but travel can be rescheduled without change fees or fare differences if the waiver is issued for your ticketed date of travel, more or less.
One can always wait for their flight to cancel or significant delay for 1.5-2 hours to cancel it. The good part of this is IRROPs because of WX, MX, and ATC all counted.
