With the airport at capacity I'm sure airside traffic is a lot more congested than Nairobi and the airport would like to keep bus movements to what is necessary. I can't really see why it's necessary to run twice as many buses as needed just because people can't be sensible and/or are too important to move.

Fair dos to Nairobi for over provisioning though. You can be sure that if it was Heathrow they would underestimate and there would be the usual type of operational ball up.
