I suspect if this were tested in a real court that the burden would be upon the airline to prove serial and intentional abuse. People have a human right to change their plans, get sick, decide to visit relatives unexpectedly, or five thousand other reasons that could result in dropping a last segment. No reasonable judge would hold them accountable to an airline for doing so unless a pattern of abuse were evident.
