Interesting. As you say, he space seems extremely limited/limiting, which chimes with CWS's comment. Presumably TP wouldn't subscribe to the new facility, reducing demand, but still ....

However the same link was posted a year or so ago, and I note the date to the mock-up/plans is 2011. Do you know if these represent a design pitch or a commissioned work in progress?
