OP if you are not able to go anywhere with Staples or GMC, dispute the charge on AMEX.
You never receive the merchandise you ordered, regardless the promotion. Hence a dispute is in order. Keep in mind you have a strict window on filing the dispute.

Things that I did:
1) Chat to ask what happened with the rebate (since Staples terms said I'd get it WITHIN 4-6 weeks) ... was told "15 more days please"
Didn't try to argue since it was dumb and it seemed like the girl was giving me scripted BS.
2) Filed issue with BBB. Received BS reply:
"Staples apologizes for any inconvenience we may have caused the customer throughout their recent Easy Rebate submission. The customer's rebate is valid and is being fulfilled with a $20 Visa Rebate Card. Per rebate tracking website, it advises to allow up to 30 days to receive the rebate after the 4-6 week period. Should the customer not receive it after that time, we will be more than happy to look into the issue further."
3) Pretty much told them to shove it, and let them know I've filed a chargeback for the missing amount since THEY messed up on their Terms and Conditions.
4) Received another apology email from the "office of the president" with some BS $30 coupon. That's nice, but I rarely buy from Staples, so this is kind of worthless to me.
5) NEXT DAY, received an official email saying my rebate was "on it's way" even though it's been on the "Sent" status on the website for >2 weeks now.
When I get it, I'll rescind my AMEX chargeback, but the most important part is: If we can't hold companies accountable for their terms and conditions... someone should be suing. 4-6 weeks shouldn't mean 4-6weeks.... plus 30 days. What kind of BS is that!


If someone starts a class action lawsuit, I'd jump on that.
EDIT: It's funny, because on the rebate tracking website, it has the exact same terms and NOWHERE does it mention the "30 days"
