J service, why is it better out of some cities than others?

Warning, this is petty stuff:

I just flew in J out of YUL to YYC and I noticed a better presentation and quality in the meal service. Even the salt and peppers were better, nice little domed devises that I have never seen before.

But yesterday out of YYC, again in J, I found there were not enough meals to go around in peoples choices. So I did not get what I wanted (never sit in the last row of J!) and the person seated next to me (a P) had to settle for a Y meal. (I offered her my choice but she wanted chicken). And the salt and peppers were the small envelopes style, not the swish ones out of YUL.

I know this may all seem petty, but when I get on a 4 hr flight, I do expect a good meal and a choice. And I am paying for it!

I do appreciate that the different locations have different catering services, and I rather like that. But please give me more pepper than those silly envelopes provide.
