A couple of years ago, Kaarina Kivilahti called Clarins "edullinen, hyvä perussarja" (inexpensive, good basic line) in Me Naiset. And that's what Clarins is, bulk. There's nothing exclusive or luxurious about it, yet there's nothing wrong with the products either. Heck, I use Clarins shaving oil daily myself. About half the price compared to Clinique.
Yet I could never imagine an airline like BA or any of the sand carriers (do we call the Gulf carriers that in English, too?) carrying Clarins in their J amenity kits. Y+, sure, but not J.
Sorry but this is simply not accurate and I was not comparing to Nivea and the like. I do not doubt what you say about shaving oil (I just use supermarket stuff myself!) but Clarins is by and large a more expensive brand than Clinique. Having regularly done the "shopping" for my girlfriend I can tell you that the prices of Clarins on women' products (which I think most people use for comparison as the market is vastly larger) are a clear notch above Clinique, or above Elemis which BA (which you mention) uses.
The signature Clinique face moisturiser is £30 for 125ml. Elemis is £38 for 50ml. Clarins's is £51 for 50ml.
The signature Clinique toner is £19 for 200ml and Elemis's is £22 for 200ml. Clarins's is £20 for 125ml.
Some cosmetics ranges are more expensive (La Prairie, La Mer, etc). But Clarins is middle of the range - more expensive than Clinique, Elemis, and Lancôme and more or less the same as Shiseido.
As for the airlines using it, Clarins is used in J by Air France, Air New Zealand, South African Airways, not long ago by Emirates (who I think have now switched to Bulgari), etc. I can't think of any airline using it in Premium Economy.
