From what I recall, a few years ago there was a post on one of the FT forums where a *A executive confirmed that lounge access is paid for by the operating carrier for the following flight. Last year (or maybe late in the previous year), Ben L posted that it is the airline who's FFP is used to access the lounge that foots the bill. I'm not sure which one is correct, but it could be that AC doesn't foot the bill for lounge hopping, if AC isn't the operating carrier of the subsequent flight.
If in Y and using *G, *G carrier pays. If in J or F and using BP, the operating carrier pays.
