Answering "no" if CBP has no record of the arrest (or expunged arrest, or non-arrest) avoids providing them information that might provide a basis for rejecting a GE application.

Note - I am not encouraging this course of action, but if one has a good faith belief that the expungement in fact makes the arrest essentially null and void then answering "no" is explicable.
