Agreed. I think it's a local rule made by BKK.
My experience was as a Gold with EK, traveling in Y. When I queried it, the purser showed me a page from his folder of local rules which deviated from standard policy. One for BKK was that elites in Y did not get a Fasttrack pass.
Fortunately I have a few spares.
