It is. But it also is very common on Asian carriers. At least I have seen it numerous times.

And the only time I have seen the crews taking action was when the GAs in SIN upgraded a whole family with toddler and small kids to both exit rows. The FAs did raise a major issue but the pax were very reluctant to move.
