I flew out of DCA a few weeks ago and I noticed that the threshold of runway 4 had an X over the runway and there was some construction behind it. What are they planning to do with it? I have seen a few runway 4 takeoffs, but never a landing. I never seen a plane use 22 ever. Thoughts?
