You can easily hang it on a stroller by its tether strap. Alternatively, you can attach the tether strap to the top handle of your rollaboard, if you have one with you, and transport it that way, too.
If you're using the seat on the plane, it doesn't make sense to me to buy a separate bag for it.
That does remind me, though, the packaging the seat comes in is reusable and has a handle. So you could use it, I guess, but the the tether strap on the stroller handle is way easier.
