Data point (to add to those having this issue too)
This evening wife and I tried to load $475, it printed a receipt successful like normal. Then the guest service person said "oh wait, it did not work" even though the receipt printed. Then another short receipt saying it didn't work.
Checked the RC account online about 10 minutes later, showed a load, then a reversal. Then checked again another 10 minutes later and it was successfully added to the balance. Then got the email that it was successful.
Oh, another data point... West Sacramento Target on Broadway requires ID and same name on CC... found this out earlier when I tried to load my wife's CC onto my RC, so I said "ok, thanks, i'll let her know" and then smiled and left.
