I'm confused as to what you are saying cannot be done. I have recently turned up as an earlier flight was boarding and, despite them initially saying the flight was full, they subsequently found me a seat (down the back in the middle, though, but at least I got home earlier).
Are you now suggesting that they are refusing to waitlist you on an earlier full flight?
Also, I always do this sort of thing in the lounge, rather than at the check-in. No idea if that works better or not.
