I don't think the high mileage was a serious factor in their decision. Obviously they would be charging per mile rather than giving unlimited miles if they were really concerned. They simply mentioned the high mileage as another strike against him.

Yikes. This is going to make me much more cautious about the vehicles I'm choosing. I've written elsewhere about the problems I've had with National cars at PDX - I've experienced many of these things, none of which were my fault. My last rental was in a car with both a "service overdue" warning and a "low fluids" warning, and I was told to ignore both of these. My previous rental had a ridiculously sticky interior. Again, both of these were the condition I got the car in, and also the condition I returned the car in (although I did try to clean up the sticky mess, so I probably returned that car in a better condition).
Unless you return the car with damage "everytime" you rented, I wouldn't be concerned. It seems as if they have been watching the OP for some time now and probably pulls all of his returned cars for a damage assessment..
I also found this part in their response to him interesting... "
and we won't issue further refunds or billing compensation for problems you’ve had with your rental vehicles" ....One wonders how frequently he was requesting compensation and refunds and how frequently he was returning cars with problems.
